Your crew has arrived on scene at a reported chimney fire in a newly developed rural area with no hydrants. An initial scene size up reported a two story, large single family structure, with a walkout basement. There is heavy smoke from the attic area, but no fire visible from Alpha. Crews can see the home owner attempting to extinguish the fire with a garden hose, and another resident is reported to have been seen going back into the structure. The incident commander has decided on an offensive attack, even though a water supply has not been established. Command has now passed to you.
