Crews have arrived on scene, and made entry into a bi-level structure where a fire has been reported. Extinguishing efforts have been delayed for crews on the lower level because they have been unable to force entry into the basement. Crews are currently operating on the upper level of the structure and are also having trouble extinguishing the fire. The incident commander has decided to continue with an offensive interior attack. Command has now passed to you.
